The EIB, the European Union’s bank, is seeking to recruit for its Operations Directorate (OPS), Advisory Services Department (AS), Corporate Finance Advisory Division (CFA) at its headquarters in Luxembourg, a (Senior) Cleantech Finance Adviser*.

This is a full-time position at grade 5/6 for which the EIB offers a permanent** contract.

The existence of this position is linked to the Innovation Fund which is foreseen until 31/12/2031.

Panel interviews are anticipated for March 2024.

To appraise the financial maturity of EU Innovation Fund PDA beneficiary projects by evaluating the business case for each project proposal; provide financial advisory support to individual projects covering technologies such as carbon capture use and storage, renewable energy production and storage, hydrogen, sustainable fuels, maritime, and energy efficiency; as well as be involved in cross-cutting initiatives such as thematic studies and outreach events, in order to promote the development of market and financing conditions in target areas, and the identification of advisory leads.

The European Innovation Fund (“IF”) is one of the world’s largest funding programs for the demonstration of innovative low-carbon technologies.It also serves as the EU fund for climate policy, with a focus on energy and industry; aiming to bring to the market solutions to decarbonise European industry and support its transition to climate neutrality while fostering its competitiveness.The IF is a key funding instrument for delivering the EU’s economy-wide commitments under the Paris Agreement and the climate and energy priorities put forward in the REPowerEU Plan, the Hydrogen Bank, the Green Deal Industrial Plan, and the Net-Zero Industry Act.

The IF scheme was established under the revised EU Emissions Trading System (ETS) Directive and provides grant funding to innovative, low-carbon technology demonstration projects in energy-intensive industries, renewable energy, energy storage, carbon capture and use (CCU) or carbon capture and storage (CCS).

The EIB is delegated by the European Commission (“EC”) to provide Project Development Assistance (“PDA”) to Innovation Fund applications that require support to raise their financial and technical maturities in order to increase their chances of reaching financial close and entering into operation.This role will sit within a newly created unit within the Corporate Finance Advisory (“CFA”) Division, which is part of the Advisory Services Department (AS) within the Operations Directorate.

The Corporate Finance Advisory (“CFA”) Division is part of the Advisory Services Department (ASD) within the Operations Directorate.CFA provides upstream, project-related advice on priority RDI projects to enhance their access to finance, complementing the Bank’s lending and blending activities in the corporate and innovation finance fields.CFA is also responsible for delivering financial advisory in the form of PDA – as part of the Innovation Fund.

This is a new post to deliver financial advisory services to projects that meet the Innovation Fund eligibility criteria.

S/he reports to the Head of Unit.S/he cooperates closely with colleagues in OPS/AS and the wider OPS team.Close work with PJ, JU, and FI is also required to ensure that all duties are performed in line with internal procedures and the Innovation Fund Contribution Agreement.

S/he needs to work with a certain degree of autonomy, maintaining external contacts with the EC and CINEA on Innovation Fund implementation, keeping them abreast of trends in the cleantech market, and also representing the EIB at high-level meetings and/or at external events.
