The Enforcement Branch supports the OSC in delivering fair, vigorous and timely enforcement.The Enforcement Branch investigates and litigates breaches of securities laws in Ontario.Staff works closely with other securities regulators, self-regulatory organizations and law-enforcement agencies to enhance initiatives to fight misconduct.
The Partnership, Policy & Disruption Team within the Enforcement Branch is responsible for policing agency partnership outreach programs, disruption field investigations and policy review and development activities.This team is currently hiring a specialist in cyber investigation (official title is Open Source Intelligence (OSINT) Specialist ) to perform surveillance and deep/dark web intelligence to identify securities act violations by using open source web-based tools and techniques.This position will also support the wider Enforcement Branch to help develop strategies to monitor parties identified as targets for disruption and identify cost effective strategies to develop active investigatory monitoring.

What will you do?
This unique position will support the Enforcement Branch’s investigatory and assessment teams as OSINT investigations have become standard in other regulatory agencies and the prevalence of need continues to grow.
Key accountabilities include: Engage in web surveillance to identify activities for early disruption.Conduct surveillance measures in deep and dark web spaces to detect early signs of activities of non-compliance with the Securities Act.Identify and provide recommendations to modernize technological integration within business practices for greater efficacy and to generate a backlog of leads for disruption team to execute on.

Create historic captures of websites to capture previous messaging that may be relevant to investigations.Investigate web presence of proposed whistle-blowers to further verify their credibility and prevent any poor media exposure/partnership damages.

Conduct early detection on high profile subject matters (i.e.crypto, cannabis developments) by further utilizing web scrape tools built by analytics team.Provide support to assessment team by diagnosing where particular web traffic and web chatter is being generated from.Identify opportunities to use technology and general OSINT best practices to gain efficiencies in investigations, operations and achieve business objectives.Collaborate with client groups and stakeholders to understand activities, provide advice, manage projects and resolve issues.
What do you need to be successful in this role? Computer Science or other STEM (Science, Technology, Engineering or Math) degree in a related field or equivalent experience.Master’s degree in related technical or military discipline, or equivalent combination of education and professional training/experience, an asset.

Minimum 5 years of related experience supporting intelligence analysis and production programs and operations and in–depth technical expertise in infrastructure technologies.Advanced knowledge of the principles, methods, processes, and applicable regulations involved in intelligence analysis.

Knowledge in Encryption Technology with relevant certifications an asset, including but not limited to Certified Information Security Manager (CISM), Certified Information Security Systems Professional (CISSP), GIAC Security Essentials Certification (GSEC).Completion of Information Services certifications an asset, including but not limited to ITIL (Information Technology Infrastructure Library), CompTIA (IT Industry Association), CISSP (Certified Information Systems Security Professional), CISA (Certified Information System Auditor).Previous experience in an intelligence gathering role and/or formal training on intelligence extraction preferred.Strong understanding of securities related matters a well as emerging crypto currencies, crypto assets, crypto platforms and current social media an asset.

Strong project management, analytical, problem solving and decision-making skills to evaluate alternatives and provide recommendations on business issues.

Superior team-based skills necessary to collaborate, coach, mentor, inspire and demonstrate a service excellence mindset within the team and other OSC staff.Ability to express complex technical concepts in business terms.
